Purpose and Goals


Purpose  The purpose of this Chapter, as a representative Chapter of the National Congress of Family Practice Residents, is to further the training of competent family physicians who will provide optimal primary care. We will accomplish this task by taking an active role on the Committees of this Academy.

Goals  As stated in the Bylaws of the National Congress of Family Practice Residents, our goal is to foster excellence and quality in the specialty training of family physicians by providing the special perspective of residents in training by:

1. Electing a representative to the National Congress of Family Practice Residents and the Board of Directors of this Academy, and

2. Supporting the nominations of residents to the standing Commissions and Committees of the American Academy of Family Physicians, and

3. Seating members of this section onto appropriate Committees of this Academy, and

Becoming a voice of professional advocacy for better patient care, and

5. Encouraging resident participation in the Academy of Family Physicians on both state and national levels, and

6. Encouraging all family practice residents in this state to become members of the Academy of Family Physicians, and

7. Attempting to increase the interest of residents in family practice educational or scientific research, and

8. Encouraging the communication between residents of all programs within the state in an effort to share ideas and improve the quality of residents’ lives.

II. General Structure

A. Meetings

There will be a meeting of the Resident Physicians’ Section (RPS) at each Annual Meeting of this Academy. This will generally take place on the Saturday during the Annual Meeting. It is at this meeting only that these Bylaws may be amended. Amendment to the Bylaws must occur only with a two-thirds majority vote of those present at the meeting.

B. Organization

1. Attendance   Any resident member of the NCAFP is invited to attend this meeting. Any North Carolina Family Practice Resident or interested party is invited to attend this meeting. Academy members who are enrolled in full-time ACGME approved fellowship training programs are considered to be resident members of the AAFP, and are thus invited to attend this meeting.

2. Elections   Election of the Resident Director-Elect will be conducted during the Annual Meeting as outlined in Section III, Rules of Elections. If positions remain open, elections can be held at the NCAFP Spring Family Physicians Weekend.

3. Officers

Resident Director:   Shall sit as a voting member on the Board of Directors, run any meeting of the Resident Physicians’ Section and shall be this Academy’s Delegate to the NCFPR.

Resident Director-Elect:   Shall sit as a non-voting member on the Board of Directors. If the Resident Director is unable to attend any Board Meeting or the NCFPR, the Resident Director-Elect shall have voting privileges on the Board of Directors or attend the NCFPR as the State Delegate.

Committee Members:   Residents shall be appointed as appropriate to the Committees of the NCAFP by the President of the NCAFP.

III. Rules of Elections

Election of the Resident Director-Elect  Shall take place at the Annual Meeting of the RPS which takes place during the Annual Meeting of the NCAFP. Nominations for this position shall be taken from the floor during the meeting. All nominations must be seconded. Each candidate shall have an opportunity to address the RPS prior to the election. The order in which the candidates will speak will be determined by each candidate drawing numbers. Speeches will be limited to five-minute durations. Each member present will have an opportunity to vote. Voting will take place by secret ballot. The ballots will be counted by those present at the meeting. The winner must obtain greater than 50 percent of the votes. In the event that no one obtains greater than 50 percent of the vote, there will be a second vote between the two candidates who received the most votes. If a tie occurs between these two, the current Resident Director (or Resident Director-Elect if the Resident Director is absent) will cast the deciding vote.

IV. Duties of Officers

Resident Director:

1. Preside over meetings of the RPS.

2. Sit as a voting member of the Board of Directors.

3. Attend the NCFPR as the State Chapter’s voting Delegate.

4. Sit on the Residency Affairs Committee.

5. Participate on the Steering Committee of the Annual Practice Management and Opportunities Fair.

6. Other duties as specified by the Officers of the Academy.

Resident Director-Elect:

1. Sit as a non-voting member of the Board of Directors.

2. Sit on the Residency Affairs Committee.

3. Perform the duties of Resident Director if the current Resident Director is unable to attend to any of his/her specified duties.

4. Other duties as specified by the Officers of the Academy.
